Employed at LIFE or employed elsewhere?

What is the difference between being employed at LIFE, University of Copenhagen and being employed elsewhere for a PhD student enrolled at LIFE?
PhD students employed at LIFE are under an obligation, under the collective agreement, to work a certain number of hours according to the department’s directions.
Students employed elsewhere are under no such obligation.
In these cases, however, the department has the right to negotiate with the financing parties on payment for the department’s supervision of the student.
